- Problem with legal status of the future document.
- It is still unclear what kind of document should be adopted.
- Arab states insist that the Kyoto protocol should be prolonged, and
USA should ratify it (which is unreal and means that negotiations are stuck,
although discussions are continuing). And Arabs have the support of India
and China in this issue.
- So, it is crucial to make a decision on legal issues of the future
agreement.
- The President of Russia is expected to come to Copenhagen (Russia is
worried for not to be a destructive party during the negotiation not to have
a bad image).

2.  Maryana Bulhakova's presentation on legal aspects:
- legal form of the future agreement
- compliance mechanisms
- positions on the base year
- term of the agreement
- ratification issues
- Connection between human rights and climate change issues
- Aarhus Convention principles on access to information, access to justice
and public participation should be applied in the new agreement – public
should approach their delegations with such demands!
