In January – June 2004 EPL (formerly
Ecopravo-Lviv) implemented a project “Promoting EU Environmental
Law in Ukraine”
which was aimed to create a broad understanding in universities
and NGO community in Ukraine about EU environmental law. The
project was implemented with financial support of the European
Commission.
The main activities implemented
within project included the development and publication of
a manual on EU environmental law; translation into Ukrainian
and publication of basic EU environmental legislation; targeted
dissemination of the manual and supplement among universities
and libraries; development and dissemination of selected materials
for the NGO community.
The textbook covers both general
and specific issues in the field of EU Environmental Law. The
General Part includes notion, development, subject areas, principles,
sources of the EU Environmental Law and EU institutions in
the field of environmental protection. The Selected Topics
part of the textbook includes some specific legal issues of
the environmental protection within the European Union, such
as climate change, biodiversity protection, waste management.
It also contains excerpts, mostly in English, from the EU legal
acts, case law of the European Court of Justice, and relevant
reports of the EU institutions.
The compendium contains translation into Ukrainina of the legal acts of the
European Union in the field of environmental protection, including excerpts
of the Treaty establishing the European Community, Sixth Program on Environment,
directives and regulations on the environmental protection.
The Compendium, together with the textbook on EU Environmental Law represents
a part of the single guidance material for teaching and studying the EU Environmental
Law. The textbook was prepared in the close cooperation with the Department
of European Law of the Faculty of International Relations of the Lviv National
University named after Ivan Franko.
The presentation of these publications took place on June 30, 2004, in the
library of Ecopravo-Lviv.
We sent these books to 150 universities
and libraries of Ukraine, provided them to NGOs and placed
them for downloading on our web-site at: http://www.epl.org.ua/publicaciji.htm.
Within the project we prepared
selected materials on some current issues of the EU environmental
law (adaptation of the legislation of Ukraine to the EU legislation
in the field of environmental protection; waste treatment in
EU; EU law of the climate change prevention; conservation and
protection of the biodiversity in EU environmental law). These
materials were published in the Environmental
Advocacy Journal (# 26, 27).
